Is there any call for Deathworlders to be regulated? (outside of the nigh-inevitable loonies, that is)

Some Deathworlders are more hazardous than others.

The ones hell-bent on galactic genocide are given a short, sharp shock as part of the general negotiations strategy.

And, if they won’t learn, they’re either ostracised or eliminated. It depends on the situation.
